A focus on underlying issues of cost (e.g. hospitalization, accident and injury, environmental recruitment and retention) is something that usually creates consensus and increases motivation. This is also related to infrastructure development – new research (http://hbr.org/2012/03/rethinking-school/ar/1) makes the case regarding preparedness in a competitive global environment and the US is sorely lacking – we need to think consistency across this big picture in order for it to trickle down to the organizational, institutional and community levels.
